Germany’s reputation as a center of censorship has grown significantly in recent years. It is tempting to describe the over 330 organizations as pro-censorship or even censors, but the reality is more complex. Some are clearly highly censorious, such as government-appointed “trusted flag bearer” organizations. There is a real problem with online discussion but we argue that rigid approaches are liable to political weaponisation and endanger free expression. We hope this content will help journalists, policymakers, and advocates see the scale of current speech repression, develop ways to protect free expression, and combat faded content that resists political weaponization.
