fighting
- There were intense clashes across eastern Ukraine on Wednesday, including in Slobozhanske, Kupyansk, Liman, Kramatorsk, Kostiantynivka, Pokrovsk, Hulyupol and Orikhiv.
- Ukraine’s military said the fiercest fighting took place in the strategic town of Hulyupol in the south-eastern region of Zaporizhia, where forces were battling for “every meter” of land amid increased Russian shelling and drone attacks.
- A Russian drone strike on the southern Ukrainian city of Kherson killed a woman and a small child, while Russian airstrikes in the city of Zaporizhia injured 18 people, including 12 women, according to local officials.
- Ukraine’s military claimed it attacked a Russian military-industrial complex in the Chuvashia region, causing a fire.
- Early Thursday, the General Staff of the Ukrainian Armed Forces claimed that its forces had killed or wounded 1,140 Russian soldiers the previous day. It also claimed to have destroyed one Russian tank, three armored fighting vehicles, 21 artillery units, 214 drones and two aircraft.
Diplomacy
- Russian officials expressed caution over the possibility of a quick peace agreement. Kremlin spokesman Dmitry Peskov said that although talks were “ongoing” and “serious”, it was “premature” to suggest that an agreement was imminent.
- Russia’s Deputy Foreign Minister Sergei Ryabkov said Moscow is not ready to publicly discuss the Trump administration’s recently revised peace plan, but will not back down from its key demands. “The overall success of this process is not guaranteed,” he said.
- Nevertheless, according to Russia’s Peskov, US special envoy Steve Witkoff is scheduled to meet with Russian President Vladimir Putin in Moscow next week, the exact date of which has not yet been confirmed.
- European Commission head Ursula von der Leyen said the Trump-backed peace plan is a “starting point” but more work is needed to ensure Ukrainian and European security in the future.
- Ukrainian President Volodymyr Zelensky repeated calls for further sanctions on Russia, accusing it of hindering peace efforts.
- Sweden’s Foreign Minister Maria Malmer Stengård also urged the EU to immediately impose the 20th round of sanctions on Russia.
- After a meeting of EU foreign ministers several Baltic states issued strong statements in support of Ukraine, with Estonian Foreign Minister Margus Tsahkna saying that peace talks should “start with firm conditions for the aggressor, not for the victim”.

- Ukraine’s Energy Ministry urged the public to conserve electricity and warned of emergency outages in some areas where energy infrastructure has been targeted due to Russian attacks.
- Ukraine’s Prime Minister said the state would provide targeted energy assistance to 280,000 families living in front-line areas to help them “more easily survive the winter period and meet basic needs”, including monthly payments for up to 300 kilowatt hours per family.
- On a state visit to Kyrgyzstan, Putin announced that Russia’s State Atomic Energy Corporation is considering building a nuclear power facility in the former Soviet state.
