Liberia and Sierra Leone Brainstorm Reaffirmation and Delimitation of Land and Maritime Borders

Bo, Republic of Sierra Leone, November 25,2025: A three-day meeting has begun in the eastern Sierra Leonean city of Bo, involving the Joint Technical Committee (JTC) of Liberia and Sierra Leone.

The purpose of the meeting is to ratify the Draft Framework Agreement on the Redefinition of the Land Boundary and Delimitation of the Maritime Boundary and Transboundary Cooperation between the Republic of Liberia and the Republic of Sierra Leone.
A press release issued by the Ministry of Internal Affairs said that the event will run from November 25-27, 2025.

Technical experts from both countries are brainstorming the legal text of the draft framework documents considering applicable international protocols as well as the laws and policies of both countries, the release said.

After verification, all the documents will be presented to the relevant authorities of both the countries for subsequent signing, upon which a planned meeting will be held.

The meeting is under the auspices of the African Union Border Program (AUBP), dedicated to the reaffirmation of land borders and delimitation of maritime boundaries of all African countries, with the aim of transforming potential areas of conflict into bridges of cooperation between states, thereby accelerating sub-regional integration through the promotion of peace, security and harmonious development of border areas.

The 17-member inter-agency Liberia team is led by the Honorable D. Emmanuel Wainue, Assistant for Research and Development Planning, Ministry of Internal Affairs, who also serves as Chairman of the Liberia Technical Border Committee.

Speaking at the opening ceremony on Tuesday, November 25, Hon. Whereu noted that the documents can only be implemented appropriately and sustainably when communities are fully involved.
“Also we must continue our long-term peaceful co-existence with the understanding that the people on the border must realize the implementation of the projects”. Whenyu insisted.

For his part, the Deputy National Security Coordinator of Sierra Leone, Dr. Ahmed A. Sannoh emphasized that these foundational agreements will serve to transform shared borders from mere lines of separation into “bridges of opportunity” as well as important areas for commerce and cultural exchange.

Once validated, these instruments will establish the institutional backbone for a modern, peaceful and development-oriented border framework.

The technical meeting is organized in partnership with the African Union Border Program with the sponsorship of the German International Cooperation Agency (GIZ).

In June, 2025, in partnership with AUBP, Liberia hosted the other three Mano River Union member states in Monrovia, where Joint Technical Committees composed of each country’s membership were formally convened to facilitate land and maritime boundaries issues.

The institutional membership of the Liberia Technical Border Committee includes the Ministry of Internal Affairs-Chair, Ministry of Foreign Affairs-Co-Chair, Ministry of Justice, Ministry of National Defense and the Liberia Immigration Service.

Others are the Liberia Land Authority, the Liberia Maritime Authority, the National Oil Company of Liberia, the Liberia Petroleum Regulatory Authority, the Forestry Development Authority, and the National Security Council Secretariat in the Ministry of State for Presidential Affairs.

Additionally, the Liberia Institute of Geo-Information Services and the Center for National Documents and Records Agency are part of the committee.
