Wills says he called Musk on the carpet. She recalls him telling her, “You can’t kick people out of their offices.” At first, Wills did not understand how cuts to USAID programs would affect humanitarian aid. “I didn’t know much about the extent of their grantmaking.” But stopping vaccination in Africa will cost people lives. Soon he began receiving frantic calls from relief agency heads and former government officials with a dire message: thousands of lives were in danger.

Wills continued: “So Marco’s going to Panama. We call him and say, ‘You’re Senate-confirmed. You essentially have to become guardian. [USAID]’Okay,’ he says. But Musk went ahead – went all out, no brakes. “Elon’s attitude is that you have to get it done fast. If you’re incrementalist, you’re not going to get your rocket to the moon,” Wills said. ”And so with that approach, you’re going to break some of China. But no rational person can think that the USAID process was a good one. No one.”
