Just before Reeves stood up to speak, Deputy Speaker Nusrat Ghani warned the government about the level of speculation ahead of this budget.
She is suggesting quite strongly that Rachel Reeves and other cabinet ministers may have broken the ministerial code, the set of rules that all ministers must follow.
But, apart from a brief reference, it was apparently prepared before the OBR’s surprise publication of its document today, so it sits a little unusual in that context.
At the end of his speech, Gundy said lawmakers would receive copies of the budget documents at the end of Reeves’ speech.
But she did not agree with Shadow Chancellor Mel Stride’s suggestion that they be distributed now that the OBR’s document has been available online for the better part of an hour.
